weird stuff at campsite on Agnes??

In July I was in quetico for 15 days.
Campsite on Agnes near pictograph had something inexplicable:

White kitchen size garbage bag buried in ground filled with some kind of a gel substance.
Sorry, so pics and I didnt dig it all up: it was somewhat big.

Any ideas? My only idea is a diaper-but do diapers contain gel?

Could be diapers. Semi-decayed diapers do seem to be made out of gel or a gel-like substance. I hope it isn't diapers since they take over 500 years to decompose.
